I've found if I copy backups from our backup node into /vz/vmprivate/backups/, I can mount the full backup (in our Windows VM) just fine:

    # prlctl set vmname --backup-add {bc911594-9bbd-4080-9f8e-xxxxxxxxxx} --disk harddisk.hdd.qcow2
    Creating hdd2 (+) scsi:2 image='backup:///{bc911594-9bbd-4080-9f8e-xxxxxxxxxx}/harddisk.hdd.qcow2' backup='{bc911594-9bbd-4080-9f8e-xxxxxxxxxx}' disk='harddisk.hdd.qcow2' subtype=virtio-scsi

Please note that any data written to the raw disk image will be lost when the image is detached.

The VM has been successfully configured.

However if I mount an incremental (even before mounting the full) I get an error:

    # prlctl set vmname --backup-add {bc911594-9bbd-4080-9f8e-xxxxxxxxxx}.6 --disk harddisk.hdd.6.qcow2
    Creating hdd3 (+) scsi:3 image='backup:///{bc911594-9bbd-4080-9f8e-xxxxxxxxxx}.6/harddisk.hdd.6.qcow2' backup='{bc911594-9bbd-4080-9f8e-xxxxxxxxxx}.6' disk='harddisk.hdd.6.qcow2' subtype=virtio-scsi

    Am I missing something?

As an aside, if I remove the backup drive via "--backup-del all" as documented, I get:
    Remove the hdd2 device.
Unable to commit VM configuration: The device cannot be added or removed while the virtual machine is running. Stop the virtual machine and try again.
Failed to configure the virtual machine.

...which is a bit annoying but solvable.
