Can't change file permissions

I have found that in our Virtuozzo 7.0.4 storage I can't change permissions:

    # cd /vstorage/cluster1
    # touch x
    # chmod -v 770 x
mode of 'x' changed from 0700 (rwx------) to 0770 (rwxrwx---)
    # ll x
    -rwx------ 1 root root 0 May 16 15:11 x

Is this normal? I honestly don't recall if I've ever tried to change file permissions before in either VZ6 or VZ7.

Edit: note this cluster was "upgraded" from 6 to 7 but that was accomplished by removing servers and installing 7.0.3 new. One server was upgraded from 6 to 7 but then later installed new as well.
